Executive Summary: The Office of International Visitors, Division of Professional and Cultural Exchanges, Bureau of Educational and Cultural Affairs (ECA/PE/V), United States Department of State (DoS) announces an open competition for two assistance awards to develop and implement International Visitor Leadership Programs (IVLP). The IVLP seeks to increase mutual understanding between the U.S. and foreign publics through carefully designed professional programs for approximately 4,500 foreign visitors per year from all regions of the world. The two awards will fund programming for a minimum of 610 and a maximum of 1,576 International Visitors (IVs). Award A will fund up to approximately 1,576 visitors ($4,570,886), of which approximately 1,436 visitors ($4,286,136) will be through core administrative funding; approximately 120 visitors ($220,890) will be through additional seasonal administrative funding, if required; and approximately 20 visitors ($63,860) will be for administrative support of the PL 80-402 Training Fellowship Program. Award B will fund up to approximately 610 visitors ($1,122,760), of which approximately 490 visitors ($843,310) will be through core administrative funding and approximately 120 visitors ($279,449) will be through additional seasonal administrative funding, if required. Applicant organizations may bid on one or both awards. Pending availability of funds, one assistance award will be made for each category described above. If an organization is interested in bidding on more than one award, a separate proposal and budget is required for each award. The intent of this announcement is to provide the opportunity for organizations to develop and implement a variety of programs for International Visitors from multiple regions of the world. Please refer to the POGI for a breakdown of regions. The award recipients will function as national program agencies (NPAs) and will work closely with Department of State (DoS) Bureau staff, who will guide them through programmatic, procedural, and budgetary issues for the full range of IVL programs. (Hereafter, the terms “award recipient” and “national program agency” will be used interchangeably to refer to the grantee organization[s].)

This presentation makes the case that the problems of enhancing the global competency of engineers, increasing diversity, and promoting leadership are all variations of the same problem in engineering education--limited preparation in defining problems with people who think differently. Addressing this problem need not require diluting rigorous technical instruction in engineering problem solving. What is required, however, is a paradigm shift in the core image that engineers have of themselves and their work, a shift from the engineer as problem solver to the engineer as both problem solver and problem definer, capable of leading work in problem definition and solution amid competing perspectives. The presentation illuminates ways in which the issues involved in working effectively with people who define problems differently contrast with the challenges of requirements specification and open-ended problem solving. The discussion concludes with an analysis of specific strategies for integrating learning in problem definition into the heart of engineering curricula.

Gary Downey is professor of Science and Technology Studies and affiliated professor in the Department of Engineering Education at Virginia Tech, as well as senior fellow in Engineering Education at the U.S. National Academy of Engineering. He was distinguished lecturer at the 2006 meeting of the American Society for Engineering Education and keynote lecturer at the 2005 World Congress of Chemical Engineering. A mechanical engineer (B.S. Lehigh University, 1974) and cultural anthropologist (Ph.D. University of Chicago, 1981), he has published two books and 40 articles/chapters and is winner of three university awards for teaching, co-developer of Engineering Cultures multimedia courseware, and organizer of the International Network for Engineering Studies.

The Government of Mato Grosso over the last several years has attempted to find a balance between the needs of European and Asian customers, local citizens looking for jobs and economic development, and environmental stakeholders who are concern over the destruction of natural ecosystems. Governor Maggi will talk and receive questions about how his government tries to balance these interests. The audience will gain a first hand account of life and politics in one of the most important regions of the world. Governor Blairo Borges Maggi is a Brazilian politician affiliated to the Party of the Republic. He was elected in 2002 and is currently serving his second-term as the only governor of Brazil of this party. He formerly served as a senator from the state. The state of Mato Grosso is located on the western part of the country and is the largest producer of soybeans, cattle, and cotton in the country, yet also holds a significant area of Amazonian forest. Mr. Maggi is an agriculture engineer from the University Federal of Parana. In 1973 the Maggi family started a soybean farm in Mato Grosso. Mr. Maggi currently serves as the president of the Maggi Group, the largest grower of soybeans in the world. The company owns 400,000 acres under production and grossed $600 million in sales in 2006. Its operations focus on the production, trade and processing of over 2 million tons of soy, most of it destined for livestock in Europe and China. While the U.S. remains the larger producer of soybeans, last year Brazil became the biggest exporter, trading nearly 11 million tons of beans to China. The Maggi group, with the other agribusiness interests in the State, has been key in establishing transportation infrastructure to move commodities to market. The expansion of road, rail, and water infrastructure, as well as commercial agriculture contributes to deforestation and development in the Amazon region.
